What’s an ADU, and what changed in 2025?

An accessory dwelling unit (ADU) is a self-contained, independently accessed home on the same lot as a primary house ( with its own kitchen, bath, sleeping area, and entrance). In March 2025, Arkansas passed Act 313 (HB1503), which requires every city to allow at least one ADU by right on single-family lots and forbids several common local barriers (e.g., extra parking mandates, higher setbacks than the main house, and high application fees). Cities must bring their codes into compliance; application fees for an ADU review are capped at $250, and cities can’t require additional off-street parking for the ADU.
